I’m clear up to here with reporters (print and television) reporting that so and so "made it clear."
To whom was it made clear? To the reporter? "Made it clear" is one of those catch phrases that find their way into journalism from time to time. Reporting that someone made something clear is the opinion of the reporter. Just the facts, please. Let the reader or viewer decide if anything in this world of spin is ever "made clear."
